The advocacy group Texans Care for Children has released an issue brief explaining the federal Family First Prevention Services Act (FFPSA), which, in addition to highlighting several key components of the FFPSA, also identifies key questions and challenges Texas faces in implementing the law. The Family First Act makes significant changes in allowable uses of federal Title IV-E funds that promote use of funds for prevention services that keep children out of foster care, but limits use of funds for placement in many congregate care settings.
