DFPS Releases Report on the Performance of Community Based Care

DFPS released the “Rider 21” report on Community Based Care (CBC), which is a required annual report on the performance of the contracts under CBC. The report is a comparative analysis between the legacy system and the redesigned CBC catchment areas. The report centers around the only contract that is actively in Stage 1 of CBC: Our Community, Our Kids in Region 3b. As a reminder, in Stage 1 the single source continuum contractor is responsible for finding foster homes or other living arrangements for children in state care and providing them with services to meet their identified needs. Importantly, the contract also requires the contractor to serve all children that come into care in its catchment area – the “no eject, no reject” policy.

The report discusses the outcomes of children served in the legacy system compared to the outcomes of children served by Our Community, Our Kids and focuses on the performance measures established for CBC contractors. Read the report.  For additional information on CBC, see this DFPS webpage, or email publicpolicy@texascasa.org.
