DFPS released its two-year Legislative Appropriations Request (LAR) for the 2020-2021 biennium and recently presented it before representatives of the Governor’s office and the Legislative Budget Board (LBB). Agency LARs are written in accordance with instructions from the Governor and the LBB, and they consist of a base budget that largely maintains current services and allow the agency to submit Exceptional Items to request additional funding to meet important unmet needs.
The DFPS LAR presents a two-year base funding request of $4.239 billion, a slight increase of $54 million from the current biennium. In addition, the Department submitted nine Exceptional Item requests, that total approximately $410 million over the next biennium, to maintain lower caseloads and fund other priorities. Texas CASA Public Policy Coordinator Sarah Crockett also testified after DFPS presented on their LAR on Sept. 14. Her testimony supported maintaining current DFPS funding for the Collaborative Family Engagement initiative and supported other DFPS funding priorities.
