Texans Care for Children has released a report on Texas school districts’ issued suspensions to pre-k through second grade students for the 2017-2018 school year. The study provides context for how House Bill 674 (which largely prohibits out-of-school suspensions in this age range) has worked in its first year since being passed.
While the data shows that out-of-school suspensions were significantly reduced, the report reveals that there are still a number of challenges that must be addressed, such as the fact that children in foster care are suspended three times as often as others in their age range.
