During their January 2021 meeting, the Texas CASA Board of Directors approved the continuation of statewide waivers regarding TWO CASA Standards:
- In lieu of face-to-face visits with children, programs may have virtual visits through April 30, unless otherwise extended
- In lieu of 10 hours of in-person training, programs may conduct virtual training through April 30, unless otherwise extended
The third waiver allowed a name-based criminal check in lieu of fingerprint-based checks, while IdentoGO centers are closed or conditions are unsafe.
The Program Services & Standards Committee recommended that the third waiver be discontinued based on information learned during our last meeting. Programs will again be required to obtain a Fingerprint-Based Background Check (FBC) on all volunteers, staff and board members who have not been finger-printed to date.
We have promised programs a 30-day grace period on any discontinued waiver, which would make FBC checks required on all program members as of March 1, 2021.
The committee carefully considered this waiver before discontinuing it. Weighing heavily on the decision was the re-opening of IdentoGO centers (only 12 remain closed statewide as of Jan. 7, 2021) as well as program challenges with the name-based criminal history checks.
