National CASA Responses to Texas CASA Waiver Requests

Texas CASA submitted three waiver requests to National CASA regarding the revised (2020) National CASA Standards. In brief, here are the results:

  • Logic model: Programs may use their own logic model that is evaluated annually by the governing body OR programs may use the network-wide logic model (revised every three years) as long as their governing body annually reviews and adopts it. A change to this standard will be recommended to the Texas CASA Board of Directors on March 25, 2022.
  • In-person (face-to-face) visits: National CASA standards currently provide the opportunity to create an exceptions policy and to document, for every case, the reasonableness and justification for making an exception to monthly in-person visits. National CASA referred us back to that opportunity in response to our waiver request. Texas CASA will present an exceptions policy to the Texas CASA Board of Directors for their approval on March 25, 2022. We will provide an approved exception policy (based on geographic distance) following that meeting.
  • Virtual vs in-person training: National CASA currently has a blanket waiver in place related to the pandemic. They did not wish to consider a separate waiver while that waiver is in place. We can raise this request again when the blanket waiver is no longer available. Currently, the standards require programs to choose “a modality, for a minimum of 30 hours, including in-person contact for CASA/GAL program staff to evaluate the applicant’s suitability to serve as a volunteer, as specified by the chosen modality.” (That is 30 hours in-person for the classroom training modality and 15 hours in-person for the flex training modality.) As a reminder, Texas CASA also has a blanket waiver in place to conduct virtual training in lieu of the required in-person training hours. That waiver will again be evaluated by the Texas CASA Board of Directors on March 25. 2022.
