This legislation reforms the Department of Family and Protective Services’ (DFPS) Office of Consumer Affairs (OCA) to make it independent in terms of budget, policy and personnel, and strengthens the authority and function of the OCA to empower children and youth in state care to report concerns about their placements. The bill will require policies regarding retaliation for calls to the OCA, extend current confidentiality protections for reports of child maltreatment, establish specific protocols for handling calls from children and youth in foster care, and support consumer knowledge of the role of the OCA by requiring a yearly outreach plan.
