Every child deserves someone in their corner. 

For more than 37 years, Texas CASA and the statewide network of local CASA programs have worked toward that simple but powerful vision: that every child in the child welfare system has a CASA volunteer solely focused on advocating for their best interests. Today, I’m excited to share the next chapter in that work through the launch of our FY27–29 Strategic Plan

This three-year roadmap reflects where we are today and, more importantly, where we are going together. Developed by our Board of Directors with input from Texas CASA staff and local CASA programs across the state, the plan is grounded in a fundamental belief: meaningful change happens at the community level.  

Our plan has six interconnected priorities that will guide our work over the next three years — from raising awareness about meaningful volunteer opportunities to educating our community about CASA’s critical role to ensuring programs have the resources to support their volunteers. We know the challenges facing children, families, volunteers, and the child welfare system are complex. But we also know the strength of this network. Nearly 7,000 CASA volunteers advocate for more than 17,000 children and youth each year, supported by more than 70 local CASA programs across Texas. Together, we have an incredible opportunity to build on that foundation, strengthen our communities, and reach more children who need a dedicated advocate. 

I invite you to explore our FY27–29 Strategic Plan and learn more about the strategies, milestones, and measures that will guide our work in the years ahead. This plan is more than a roadmap for Texas CASA — it is a shared commitment to the children and families we serve and to the volunteers and communities who make this mission possible.
