Established in 1989, Texas CASA is the statewide membership association for all local programs. We support the CASA network by:
- Leading a statewide awareness campaign
- Distributing and overseeing state and federal funds
- Offering innovative trainings, programming and resources
- Championing public policies that protect children
- Strengthening the local programs with crucial services and support to enhance their advocacy efforts

*CASA volunteers advocate continuously in the areas of child safety, well-being and connections for children. Advocacy Actions include face-to-face visits with children in their placements, visits with families and caretakers, contact with teachers and service providers and regular communication with courts, caseworkers and attorneys.
Letter from Leadership
Established in 1989, Texas CASA is the statewide membership association for all local CASA programs. We support the local CASA programs with training, community awareness, resources, grant administration and public policy to make a positive difference in the lives of children and families in Texas.
This year was an exciting year of challenges and opportunities. Our Public Policy team returned to the Texas Capitol and remained strong in our network-wide advocacy on behalf of children and families experiencing foster care. We championed Senate Bill 2165 so a child’s case can no longer be dismissed while a child is missing or has run away and advocated for strengthened oversight of Community-Based Care to give communities a formal voice in the process. There’s so much more that we accomplished in front of and behind the scenes, and we are excited to move forward as an empowered and united CASA network.
We are also excited to share that in 2026 we are celebrating the tenth anniversary of Collaborative Family Engagement — our engagement model that CASA programs across the state use to build and strengthen lifelong connections for children and youth in foster care.
We look forward to advancing these initiatives next year and strengthening our partnership with the local CASA programs as we work together for the greater good of children and families in Texas.

What’s Next?
EARLY ADVOCACY
As part of a Texas CASA pilot, CASA volunteers were assigned to Court-Ordered Services (COS) cases, advocating for children and families involved with the child welfare system before any removal from the home. This fiscal year, 213 CASA volunteers served 714 children through Court-Ordered Services advocacy. We are excited to share that COS is moving out of the pilot phase in 2026 and will become an additional advocacy option for eligible CASA programs.
We look forward to providing more individualized, best-interest advocacy for children and youth involved in cases outside the scope of conservatorship cases.
10 YEARS OF CFE
Collaborative Family Engagement (CFE) is a family engagement model that CASA programs across the state use to build and strengthen lifelong connections for children and youth in foster care.
What started as a vision has grown into a true movement, with CASA programs, Child Protective Services, Community-Based Care providers and other community partners across Texas leading the way in creating lasting change. We’re proud of this decade of strengthening families, and we look forward to passionately working with our partners to ensure that this model is used in every case when a CASA volunteer is appointed.
