For the past 9 years, Texas has been transitioning to Community-Based Care, a privatized foster care system. Uneven implementation and transition have left gaps in care with children, youth and families left in the middle of a strained system. This Foster Care Month, you can help Texas CASA support the CASA network and bridge the gaps in a changing child welfare system.
Community-Based Care moves placement, services and case management of children and youth removed from their home into the hands of non-profit organizations contracted with the state to keep children in their communities. Unfortunately, 70% of children and youth removed from their families are then moved out of their community and county of origin.
Texas CASA Helps Navigate a Privatized Foster Care System
Thousands of CASA volunteers across the state advocate for the best interests of children and youth in foster care and help ensure they don’t fall through the cracks. In many cases, the CASA volunteer is the person with the most consistent historical knowledge of the child’s case yet continues to navigate this changing system with compassion and commitment.
Texas CASA develops and deploys innovative programs, community collaboration and critical resources that support the CASA network to navigate this change and the issues that come with it: high caseworker turnover, insufficient community resources and lack of foster and adoptive placements.
Texas CASA’s part:
- Advocates for effective policies that support children and families experiencing the child welfare system.
- Equips local CASA program staff and volunteers with educational, mental health, safety and physical health resources and trauma-informed training.
- Facilitates relationships between local CASA programs, child welfare partners and state decision makers.
- Nurtures collaboration between child welfare partners and families involved in the system through Collaborative Family Engagement.
