DFPS & HHSC Release 2024-2025 LAR Requests—Level Funding for CASA Included

The Department of Family and Protective Services (DFPS) released their Legislative Appropriations Request (LAR) for FY 2024-2025 in August. We were excited to see that DFPS included level funding for Texas CASA’s Collaborative Family Engagement program in Rider 19.

In addition to maintaining funding for CFE, DFPS has notably requested funding to:

  • Implement Community-Based Care (CBC) Stage I in four catchment areas and to expand CBC in four catchment areas to Stage II;
  • Provide concrete supports for kinship and relative placements;
  • Expand Community Youth Development, Family and Youth Success, HOPES and home visiting programming by 50 percent across the state; and
  • Achieve and maintain a 5-minute average annual hold time and reduce the number of abandoned calls at Statewide Intake.

The Health and Human Services Commission (HHSC) also released their LAR last month with several funding requests including:

  • Level funding for CASA at $15,964,000/year for the biennium;
  • Level funding for Children’s Advocacy Centers; and
  • An exceptional item request for more funds for domestic violence services ($800K), mental health state hospitals ($417M) and childcare regulation ($37M).
