New Reports from the Department of Family and Protective Services

  • Rider 39 Conservatorship Caseloads
    • This report details the decline in conservatorship caseloads at the Department of Family and Protective Services. The 2nd Quarter of Fiscal Year 2024 remained below the caseload target of 14.5 with an average daily child count of 10.7 assigned per caseworker.
  • Community-Based Care Quarterly Report
    • This quarterly report provides an overview of the Community-Based Care readiness and implementation progress across the state and in each community area that has gone live in Community-Based Care.
  • Rider 15 Community-Based Care Update
    • This report highlights and analyzes the performances of each Single Source Continuum Contractor that has gone live in any stage of Community-Based Care.

Community-Based Care Update

The Department of Family and Protective Services and the Office of Community-Based Care Transition (OCBCT) have released Requests for Applications (RFA) for the next four community areas. These RFAs are for Region 6A (Harris County), Region 6B (Bay Area/Montgomery), Region 8A (Bexar County), and Region 10 (El Paso). DFPS hopes to award contracts for these areas by the Fall of 2024.

Region 3E (EMPOWER) officially went live in Stage II on March 1, 2024. Stage II focuses on expanding the current continuum of services to include services for families and to increase permanency outcomes for children. Additionally, EMPOWER will provide case management, kinship, and reunification services in their community. Region 5 (Texas Family Care Network) went live in Stage II on April 1, 2024. Region 4 (4Kids4Families) remains on track to go live in Stage II on May 1, 2024.

Region 1 (St. Francis), Region 2 (2Ingage), and Region 3W (Our Community Our Kids/OCOK) officially went live in Stage III on March 1, 2024. This is the first time any SSCCs have begun Stage III of Community-Based Care rollout. In Stage III, Single Source Continuum Contractors (SSCC) will begin to see financial incentives and remedies tied to their performance in reducing the number of days children spend in paid foster care. Region 8B (BELONG) will be eligible for Stage III in April 2024. Additionally, Denton, Wise, and Cooke counties in Region 3W (OCOK) went live in Stage I on April 1, 2024, and are expected to go live in Stage II on May 1, 2024.
